        <![CDATA[<em>Speech on behalf of Japanese NGOs participating at CBD. 
Press interview at CBD Press Center.
(30th of May, 2008)</em>

１．From Japan approximately 20 NGOs' delegates joined this CBD COP9. We were deeply impressed by observing that German NGOs and other countries' NGOs worked together and collaborated to reflect their opinion in the decision-making of the conference. We would like to respect their effort. At the same time, we have realized how big the responsibility will be as NGOs of host country. 

２．There were two impressive observations at this conference.First of all, the themes of CBD which were discussed were broader and more complex than we had expected. In Japan we usually think the main theme of bio-diversity is the nature conservation of precious species or their habitats. However, we found at this conference, it covered much broader and more complex matters such as international imbalance and economical allotment of bio-resources. And these should be resolved more comprehensively. We think that Japanese, not only governments but also NGOs, need to face these issues more seriously, because our self-sufficiency of food is low and our food mileage is highest in the world.

３．Secondly, we were impressed that NGOs also conducted highly qualified discussion on these complicated issues and asserted much influences toward the whole of conference. We observed that governments and administrations and NGOs collaboratively develop new policies. We haven't yet build up such dynamic relationship among various sectors. We would like to improve this especially on the preparatory process of CBD COP10 Nagoya as soon as we can. We will request our government and administrations some logistic aspects and qualified facilities for international NGOs to be able to exercise their full abilities especially from developing countries.

４．We are willing to cooperate with many NGOs which deal with various themes which CBD are discussing. We also would like to help to create new net work. Japanese NGOs had difficulties to establish net work (KIKO NETWORK) prior to Kyoto Conference of Global Warming in 1997. However, they got over and supported the success of that conference. Even now, KIKO NETWORK continues to be active.
We will keep in mind that we must contribute and promote well programmed activities for people, especially for youth generation.]]>

         An der UN-Naturschutzkonferenz COP9 haben ca. 20 Personen von den japanischen NGOs teilgenommen. Wir sind tiefst beeindruckt, dass die NGOs sich aus aller Welt in Zusammenarbeit in der Konferenz für die Übereinstimmung bemüht haben und Wir möchten ihnen Anerkennung entgegen bringen. Zugleich haben wir die erhebliche Verantwortung für die COP10 in 2 Jahren aufs Neue erkannt. 

Über die Komplexität des Rahmenwerks der CBD haben wir anlässlich der Konferenz  einen tiefen Einblick erhalten, was unsere Erwaltung übertroffen hat. Der Grundgedanke „biologische Vielfalt&quot; wird in Japan als Problematik der Naturschutz für bedrohte Arten und ihre Lebensräume betrachtet. Jedoch umfasst dies in Wirklichkeit gesellschaftliche Probleme wie die internationale Ungleichheit und die gerechten Vorteilsausgleich bei der Nutzung genetischer Ressourcen. Daher müssen wir nach einer Gesamtlösung für das Problem streben. Über das komplexe Thema haben die NGOs in der Konferenz auf einem hohen Niveau diskutiert. In Japan, wo die Selbstversorgungsrate niedrig und die food mileage hoch ist, sollten sowohl die Regierung als auch die NGOs sich in realistischer Weise mit dem umfangreichen Problem der CDB beschäftigen.

Wir hatten auch den Eindruck, dass die Meinungen der NGOs stark den Verlauf der Konferenz beeinflusst haben. Wir haben direkt vor Augen gesehen, dass die Regierung, Verwaltung und NGOs in Zusammenarbeit für die Politik einen positiven Beitrag geleistet haben. Bei uns in Japan ist eine solche dynamische Beziehung miteinander noch nicht aufgebaut. Wahrscheinlich haben viele Regierungen und Verwaltungsbeteiligte dies erkannt. Bei COP10 möchten wir auch einen Beitrag leisten, indem wir ein Umfeld und eine Struktur schaffen, in denen die NGOs ihre Leistungsfähigkeit zur Entfaltung bringen können.

Bei der Kyoto-Konferenz 1997 haben die japanischen NGOs ihre Schwierigkeiten überwunden und ein Netzwerk miteinander aufgebaut, was zum Erfolg der Konferenz geführt hat. Dieses Netzwerk ist immer noch sehr aktiv. Auch im Rahmen der CDB wollen wir mit NGOs, die mit verschiedenen Themen beschäftigt sind, ein neues Netzwerk erschaffen. Wir sind der Ansicht, dass wir dabei allgemein Bürgern und auch Jugendlichen eine hohe Bildung zur Naturschutz anbieten müssen.

Some member of CDIC,Ise-Mikawa Bioregions Network,Ecostock,etc. gathered and had a 1st time meeting,so formed "CBD/COP10 NGO Forum Operation Committee".

<b>Feb 20th,2008,</b>
"Tokai-Chubu ESD Citizen Promotion Forum" joined.

<b>Mar 16th,</b>
CBD/COP10 NGO Forum Operation Committee and IUCN-J held a symposium:"CBD/COP10 NGO Forum".

        <![CDATA[<strong>■The things we can do to live on the earth.</strong>

     We think that CBD(Convention on Biologocal Civersity) is a promise to the world so that we and our children can continue living on the Earth. 

     We must decide on a target to succeed our "2010 biodiversity target". We want the CBD to be effective,and in order to do that,we are participating in and expressing our opinions in COP10. We hope to achieve better agreement and cooperation with the citizens of participating countries and the NGOs.And we appeal for agreement to be achieved for the sake the life that we live on the earth. 

     We,"Japan Forum for Biodiversity",are the NGO which will "host in COP10". COP10 will be taken place at Nagoya City in Aichi prefecture,Japan in 2010 year. For COP10 to be successful,world NGOs participation are necessary.

     Our NGO members consist of Japanese environmental NGOs and international NGOs. Cooperation of all members both Japanese environmental NGOs and international NGOs is necessary to achieve the 3 goals of the CBD.

     We are going to form a network of NGOs,so that all NGOs can take an active part in COP10.



<strong>■Our activities</strong>

1. Contact and cooperation with domestic and abroad NGOs.

2. Work with national governments,local governments and industry.

3. Focus our efforts towards problems in specific areas and suggestion of the solutions and developments.

4. Dispatch participants to COP9 and the international environmental conferences.

5. Be actively involved in reaching our 2010 target.

6. Offer everyone the chance to learn about biodiversity.

7.Contstant evaluation and continuance of our activities.]]>
